Arthur has an undergraduate degree from Southern Arkansas University and a Master's from Southern Methodist University, Dallas, Texas. He has an extensive background in owning and operating both behavioral health and addiction treatment facilities, residential and out-patient, in Oklahoma and Texas. He has also served as a Volunteer Chaplin for the Texas Department of Criminal Justice System at Hutchins State Jail, in Hutchins, Texas. 

Arthur set out to develop a behavioral health clinic that could serve as a templet for all other behavioral health clinics and have accomplished the goal. He has assembled a team of accomplished psychiatrists along with an excellent range of experienced therapists, including bilingual, to serve the needs of wide range of clients.
